"lots of people" would have made more money if there's no pandemic. Enforced shut down of businesses and those businesses still owe their land lords money. The best the government can do is revoke or revise the tax, GST and other source of revenue like putting police out at every corner to issue speeding tickets should be abolished until the pandemic is over.
