I would guess they are referring to the 'special mining lease' tenement as referred to in the Mining Act, ie. the Panguna area that they steadfastly ignored even going near for the previous 2 years.

They also now have the SMLOLA press release also complaining about BOC's loose use of the truth so I am surprised the ASX have not issued a please explain.
By saying 'silently ignoring the deadline' I mean they could leak this news without formally issuing a statement. This may only result in rumour, anyway we shall see but things don't exactly fly along over there so don't hold your breath.
