Well yes they do have a legal responsibility, here are some guidelines:




It needs to be done if its appropriate and there are no other viable official alternatives etc.

Weighing up of cost/benefit analysis is also a consideration to the patient etc.

Sure some Docs wouldn't be prepared to do it...but it is allowed in light of the above points and considerations.
