IMO they are paralysed, maybe by a lack of direction from management, lack of staff, or fear of being beaten on no matter what they do. if you say nothing at least you can't get whipped for it. As many posters have argued before, project management and contingency planning don't seem to be particular strong points for these folks.
i doubt the deadline has been missed by choice; perhaps they don't even have the confidence to say ' it'll be out by Thursday' because they aren't sure when it will be ready. As shareholders we can put up with it, complain (this year's AGM will be a doozy), or vote with our blood-stained feet.
