Holdup because communications with FDA have been in similar style to PAR comms to shareholders. That leads to a lot of questions that PAR or its contractors have to answer. It also makes the FDA check and double check everything PAR says. All that takes time alas - and it would be very naive to put all the blame for the delays on the FDA.
