Just about everything written about pandemics from research of past pandemics. In 1918-19 the places that controlled it early had a second wave. In Africa with Ebola, they know that not getting every case will allow it to 'spring up again', then there is also Singapore that lifted restrictions early and now has a second wave and gone into a more restrictive lockdown..
"Residents are being told to stay at home and not to mix with people outside their own households. Going outside is limited to buying groceries or takeaway food, or socially-distant exercise in parks.
Schools and universities will also now be shut down, as will non-essential businesses.
And the city will stop discouraging its citizens from wearing masks."
