Maybe always was. Years back, when Ansett was still flying, a "whistleblower" who was an ex-mayor of a city, alleged that new runway lengths at a couple of airports had been "influenced" so that Ansett couldnt use them with their larger arcraft, while qantas could, with its BA 146's.
