The permit is for HC and PZ.
EDE created HC to reduce transportation and storage costs. Much of the water in EC Original was removed as a ratio to the CNT’s.
So what water/cnt ratio that remains in HC makes up some of the chemical composition of HC. CNT’s aren’t a chemical. The surfactants make up some of the chemical composition.
