Paris attack aftermath: talk turns to war, page-8

I can't see that there's a lot to talk about here. The French President has correctly declared the atrocity to be an act of war. It appears to have been orchestrated by IS which has territorial control of parts of Syria and Iraq. The French President's only obligation is/was to consult with the US and Russian Presidents about the imminent invasion, and whether it's to be done unilaterally by France or jointly with forces from those two nations. Once that's decided the full scale ground war should start immediately to capture every city/town held by IS. It's been 36 hours since the attack. If the
French know it was orchestrated by IS that should be about enough time to mobilise their entire army for the invasion. I'm not sure what they're waiting for.
