Not unexpected.
As far as I am aware they are (were) producing 7m/y not 40m as in the article. The 7m/y was what they were producing at the time of the AGM in late Nov. AC have to add 2 more shifts to the current wrapper and commission the extra wrapper which should take a few months.
They also need to obtain the capsules and toys and go through the quality control procedures that yowie went through.
In addition they don't have the markets that yowie currently have, so cranking up production to 160m/y by the end of 2017 seems very, very optimistic. I suspect that yowie probably have a significant number of sales contracts to various large retailers that they have not yet announced.
