Osaka Gas is Horizon's 40% partner in Stanley and will pay US$130 million in cash upon a final investment decision for an LNG project. Osaka has considerable LNG production expertise and capability. Osaka Gas forecast a 21% increase in net profit to 92.5 billion yen for the year ended in March. With LNG prices looking positive for the longer term Osaka and sluggish Japanese demand the company has been expanding its direct involvement in regional LNG. Osaka plans to invest 360 billion yen in foreign operations from fiscal 2014 to fiscal 2020. With Osaka looking to expand regional LNG production Horizon's ambition to build LNG capability to tap Stanley is looking more positive.
