Formality a thing that is done simply to comply with convention, regulations, or custom.
Sometimes things are not that simple when it may say just as a hypothetical involve something oh i dont know maybe the need to buy surrounding farms to form an exclusion zone. Bluey you know the area well even though your block is out the other side but if you know the people out the Avenel side you will realise it may be a tough job acquiring any such lands. As for everyone in town knowing about nags vision and being happy with it i have to say i know quite a few people in town and most havnt a clue whats going on including one of nags neighbours although he does now after they knocked on his door.
I m sure this will come to fruition and am hoping for positive outcomes and management have done a wonderful job thus far but their is still a long way to go yet
