"could be operational at the Nagambie Mine by early CY 2016 subject to approval by the Victorian Department of Economic Development, Jobs, Transport and Resources and the subsequent award of contracts."

I believe that once the PASS site is rehabilitated to take PASS (nothing to do with the Heap Leach Pad), an appropriate EMP will be forwarded to the relevant Ministry who will then forward the appropriate request to the EPA for approval. It would be unprofessional to submit an EMP if the site is not yet ready.

Once the request is officially made - then I'm sure you will see the EPA go through its normal process.

I find it interesting that you refer to 50,000 truck movements when in actual fact its 25,000 trucks carrying 40Ts each.
