It takes months to shut a reactor down to a point of not needing coolant. You drop the rods in and 99% of the energy is absorbed but that still leaves an awful lot to left.
You can't throw a switch on nuclear. But i'm sure this another one of those depressing situations we'll find out about where a long line of safety semi unrelated measures etc failed.
