My understanding, summarised.
A company wins a contract for somwhere between 750m and 3B USD to be payed out over 10 years. So 75m-300m per year.
In exchange, the US get unlimited access to the product. So a subscription model.
Sounds like a contract can be won before clinical trials and FDA approval are even completed. Thereby funding R&D.
Future value is somehow estimeted to determine contract size.
This incentivises the development of novel antibiotics, despite the fact that those antibiotics may be used sparingly resulting in low sales figures.
