Lets just be clear here. The kit seems to have morphed from "cosmetic improvements" and"potential cost savings" into a "life saving burn treatment"
The kit was developed to improve SoC in burns treatments, not for cosmetics improvements. The cosmetics maybe a (and thats a big maybe) side use for ReCell but I have my doubts. There are many other indications where the kit will make lots of money.
Does it save lives? I don't know, however, it has many benefits from SoC, the main being the 1:80 expansion of skin grafting for 2nd degree burns and 30%-50% reduction in 3rd degree burns. The cost savings, via a reduced hospital stay, are a major bonus to the hospitals if found to be true. The other great use for ReCell is the ability for it to be used over(?) dermal substitutes like BTM, Integra, etc.
But yes, you are correct, the surgeons will be the arbiters.
