Patents have various stages. Usually a "provisional" is lodged first. This secures a date. But they are not published. Then within a certain timeframe (a year from memory), you need to follow up with a full patent application. This is published eventually - there are many variables that might affect the timeframe for this.
The process can be started off with a provisional in one country (virtually any country that a member of the World Intellectual Property Organisation), and then the patent reach can be extended to other countries using one or more of several possible kinds of paperwork. EPO is the European Patent Organisation. Depending on how and where the would-be patent holder started off the process, it may not have reached there yet, or may not yet be published there if it has.
