You don't necessarily want to run 100% of the mills output right away, you want to be running 50-70% tops until you can sort out transport and BS on the in and out feeds(and who knows, maybe you can improve it's sep efficiency at the expense of outright volume).

There is a shortage of bulk cargo ships, you'll be competing with grain, iron ore, woodchips etc shipments. Unless you pay a premium you could be stockpiling it for months losing money before it moves, and you never know what the market will do. Maybe 40,000 tons isn't enough for an entire bulk cargo ship? Then you'd have to hope a local miner in Tanzania will be prepared to share half a ship, or you get a smaller ship which won't be as economical. Maybe 40kT is too short? Economy of scale or something...
