freida, I heard an interview on abc radio some twelve months ago.
Too paraphrase,the interviewee stated opec is insignificant in oil price as every country that has oil pumps it out at full capacity except the Saudi's who can and do reduce or increase their output to set the price they deem necessary.
Not too high so alternative energy sources become commercially viable and not to low as too not maximise their profits.
So in short , I think your correct.
It is good news for CVN.
