I think the underwriter must be behind this SP capping to scare shareholders from taking up their rights issue.
They obviously want as many shares as possible for bargain basement 8c, and why not?
Plus they get a nice little % fee for the shares they don't get.
They are not dumb, they would not not be underwriting at 8c unless they were very confident that is good buying.
