Some good issues raised here:
If doctors are holding back on referrals, then why? Have they been referring unnecessarily? This gets down to professional practice which seems to on the line, and is included in the review. On the other hand, doctors should have the strength of their convictions and refer if they believe it is necessary.
If radiologists are going to be replaced/partially replaced by a machine, this means jobs, so there could be difficulties introducing it. It may not be able to be introduced overnight.
