what n lamb says is basically correct. The Chinese need to invest before the project can go ahead.
I am not sure how there could be more than 1 interpretation of that statement.
The Chinese are desperate for the raw materials. It will happen, but patience will be required as it takes time to get a deal with Chinese companies.
