Early Start might be referring to 'early works' activities that are always up front on a construction schedule and consist of activities that are relatively inexpensive and don't rely on detailed design to proceed, such as vegetation clearance, and some approvals.
Once the Design and Construct phase is in full swing after FID, Construction teams would be working concurrently to a team of designers who would be taking the current design by Calibre from say 30% complete up to 100% completion (Approved for Construction). That said, the design could be closer to 100%. During this time, anything done in the Early Start would be of benefit.
That said Early Start might have nothing to do with Early Works
