For me, I spoke with Dr Ruane a couple of times a few years back (When I was an investor in RWD and IRC).
He left me feeling very uncomfortable. If you go Google Ruane you will quickly find out that he has started many corporations but been incapable of getting them much beyond "exchange listed" and "100% investor funded".
A very good leader knows his/her limits. CXO egos cripple companies from the top down. We all have our strengths and weaknesses. Ruane should really play to his, and pass the other responsibilities to a more interested party.
No, I do not think a good CEO is one that is always releasing announcements. That is a very crude way of measuring a CEOs performance.
