Because they lack communication skills/and or access to communication maybe ? ..
1. We want to know what they think.
2. We want to know how to help.
3. We want things to be better for them.
4. We want to live in co-existance ...

but the facts are....
if any man (no matter the ethinicity) does not engage, communicate, work together then they will be marginalised and sometimes held in contempt. Look at Iran now for an example.
