So I just read the Notice of Annual General Meeting and the last part intrigued me. Am I wrong to assume that they want another pay raise?

Any one who is thinking about agreeing to the pay raise I would suggest you read up on agency costs (wikipedia has it pretty succinctly) as I, for one, will not be voting for this approval. I am not the type of person who would not reward progress but paying them literally out of our own pockets for the delayed projects and the poor choices they've made is not a good idea.

If anything I would consider (and reject immediately) conditional increase directors' fees, say if the market cap goes up to 100M, 150M or 200M. We should be offering shares and options to the directors not money (which they should be glad in taking up because they should have confidence in their own operations).
