And even if they're doing some manual work (data entry, configuration etc.) I would have thought that could be progressively converted to self service over time. Wouldn't it be more accurate for the time being to say it's a bit of both rather than "not SAAS"? Or are you asserting as fact there is no SAAS component at all?

Paygroup themselves call it a "SWaS", Software With a Service. Though they do have some SaaS products as well. If they can use their SWaS platform to sell more SaaS products (as they seem to be), then their profit margins will increase more like a SaaS.
