Any ASX company can issue shares at any time to raise working capital without approval from its shareholders, so long as there had been a resolution passed at the previous AGMs that allow the company to do so.
I agree with you it's a bit dodgy to issues shares at a deeply discounted price a few days before the release of a price-sensitive announcement.
Just my thought.
