Their standard form agreements with merchants probably have a mechanism for varying them over time in terms of offering new products and services via the Visa network. I would imagine that Visa announces a new option being pushed out to the network and the terms that are added to the standard agreement for that new product and then the merchant can simply opt into the new product or not and allow it to appear on the terminal or not.
