actual planned fraccing increases the flow into the casing from those good permeability formations
also, in reply to the question about water, as the reservoir pressure changes the water level will drop and move around. If the gas is dissolved in the water, as it percolates (out-gasses) out then this would also reduce the perceived volume of water. The most likely explanation though is that the drilling work has opened up a new avenue for the water to flow into
