My understanding is that draftking and fan are the favourites to be the platforms, they then can nominate up to 4 operators/skins? each.
I think that Cuomo is being very unrealistic and greedy and that pbh would be much better served in staying in New Jersey and offering better odds/betting package which will continue to draw people from NY.
17, pbh are very commercial, they would not walk into a deal that is not commercially beneficial, especially as you have outlined.
there are 42 other states + Canada which they can focus on for a much better return.
