PBHR is buying ADDITIONAL rights to participate in the cap raise.
if your an existing shareholder before the record ex-entitlement date, then you will automatically receive PBHR, if for some reason you wanted more rights to buy them for $8, you could buy more PBHR on market (currently $2).
The important thing is to understand PBHR isn't the capital raise, it's the right to participate in a capital raise. Essentially, if you bought PBHR, your paying $2 to participate in an $8 cap raise ($10 total).
