I believe you are spot on there. All spec stocks under market cap of $300m wants that 10% raising capability without having to keep running to shareholders for approval. Does not mean that they would raise. Ultimately, the next positive news, and off the share price will go. Meanwhile, any clever cookie would be wanting to get their hands on as many of these as they can buy at this prices.
