I believe it's to make it look like it would be hard to sell at that price, in that you would need to sit behind the 14M shares on offer at 1.5c in order for your order to be filled. The idea being that you would go "oh, I'll just sell at a lower price in order to cash out", with the same sellers at 1.5-1.9c having buy orders in to catch your sale. It's a form of market manipulation:
- As an institution, I want to accumulate shares in this company
- I'll make the sell side look stacked to keep the price down, and encourage others to sell into the buy queue
- If the price goes up and threatens to buy my sell orders, I'll move them further up the queue to keep an artificial cap in place
- Meanwhile, I'll keep topping up buy orders in the buy queue to catch the sales from impatience / concern, and fulfil my accumulation
