Sounds, to me, like editor has an axe to grind with GSSB and is trying to leverage Lynas for info.
The answers to his/her questions and corrections to wrong facts about Lynas in the first half of the letter are easily available if they had cared to do a little research. This to me reads as the justification for sending the second half to Lynas.
The second half could only IMO be described as a rant against GSSB with some tie ins to Lynas.
I don't know too much about the awarding of the contract, I didn't look into it much at the time.
That's my take on it anyway.
