I checked again and the status of the eia as displayed by the doe has changed:

I'm not a native malaysian, but google translate is the opinion, that "diluluskan" means "approved".
(what I wonder about is that the date is unchanged).
Whatever that means for the PDF and who ever knows how many approvals are still needed to pass completely - this sounds promising to me.
