I dont believe any offer will be made until the exploitation permit is granted
The reason being the terms of the exploitation permit are an unknown.The Govt has the ability to require increases to what is otherwise prescribed in the Mining Code as a condition of the grant.Once PRU knows the permit conditions it will determine if it will bid[likely in my view] Remain patient.[cf WAF today}
