Whether the cadastral system is actually up and working is a bit irrelevant to PDI's application. ATM the MInes Dept can't issue an Exploitation Permit - full stop.
All they, and the Environment Dept can do, is endorse the application and then forward it to either the Prime Minister or Doumbaya to approve the decree to overrule the provisions of the National Parks Act. Once that happens, that will then allow the MInes Dept to issue a Exploitation Permit.
The problem I see with that is that PRU, with a 19.9% holding will certainly be aware of how that process is unfolding.
