No better time to put PDI in a weaker bargening position than when you have just found GIGANTIC gold deposits legally and then a second Govt Department says You cant explore there. Oh No that's not allowed!!
But of course if you pay some fines and bonds etc we can issue you an additional permit to let you continue.
