PRU holder here, I think PRU would be a good partner for PDI, or a potential buyer. PRU must have done enough due diligence to be "reasonably" confident that the Bankan mining permit will eventually be granted, but so far they're not overplaying their hand.
Remains to be seen whether PRU would be happy holding a significant stake in PDI or eventually go full throttle. They already have Nyanzaga in Tanzania to develop as well as the CMA ug at Yaoure, so I'm not sure if they have the capacity to take on another big development project in the next 12 months.
