this is not news. They have been saying this all along. They had to be fairly non specific in the lead up to the elections to ensure victory.
The biggest question a month ago was not if they were going to win , but whether they would need to do a deal with a minority party.
From what I have heard, they will be able to govern without a coalition , which means no compromise. This will allow them to do the rational thing and restart more reactors sooner to alleviate the crushing economic penalty being forced on manufacturers using alternative energy and concommitant higher tarrifs.

My interpretation is that they will say no more about restarts other than the review in 3 years, but will in the new year start bowing to pressure to stimulate the economy, and part of this package must be a restart of around 6 reactors. Once this is enacted, there will be a sense of relief and a softening of the anti nuk rhetoric within japan.
