That may or may not work out but assuming some positive changes are likely to occur it wouldn't be strange for the price to tend upwards in anticipation.
It really is a guessing game at this stage.
The timing of the recovery and progress may be in doubt but not the actual recovery from this point as far as I can evaluate.
