yes ratus maybe they had spoken to them but i guess they thought they couldnt get the money together or the backing. As stated they were surprised how quick they were in a position to acquire that 6.47 bill.
Until PDY show their hand and prove they have the money available not all is lost the govt must look at their proposal.
Now the Govt knew PDY were in the process of seeking backers for the project before talks with the chinese it was in the news papers.
