The difference between who builds it is that pdy own a stake in the rail (a minimum of 36%). Also the difference of becoming a billion dollar company within a short period.

It is ridiculous that Barnett is having talks with the chinese
when Pdy is set to go. I'm also assuming that management would have spoken with barnett of their grand plan early in the peace. I'm not sure but without gov't approval nothing can be built, is this correct.
