It only stands to reason that a foundation be laid for a peacekeeping entity to operate effectively.
there is a push now from the EU to take the initiative and a meeting this Friday is scheduled.
As well an upcoming meeting related to same by the IGAD / AU group which has a vested interest in maintaining stability in their own region.
