$360m capex is a pittance in the world of commodities and particularly for a Tier1 asset. Typically these are $1B+ - like LYC at $1.5B and ARU at $1.2, ASR at $1B, etc etc etc. As the PEK crew know, the majority of its capex funding requirement will be debt funded with friendly government loans given the strategic nature of the asset and commodity.
