It's certainly a possibility, but I think unlikely, as all SML's have the same qualifying criteria, like taxes paid, DFI investment....etc.
Considering both ORR and PEK have been mentioned together by the Mining Minister and President over the last 6 months, we can expect announcement any day now after the ORR news.
It would ideal if Bloomberg follow up on there Nov 2020 article and ask a few questions if we don't hear anything this week, as RE supply free of China ownership or influence is such a hot topic atm.
