If "go with what you know' is a key criterion and existing UK reference sites with an EPR are another they can't compete and, unless they've qualified the offer somehow and know that they're so strong on other criteria that their bid is still compelling, they shouldn't waste the six months or more it'll take to put a response together. Their resources are limited. So target for them for EPR, IMO, are relatively low population-density regional trusts similar to South Tees where they already have some presence. Someone said earlier, their move to modules was smart if enforced. I agree with that. When it comes to getting their platform and modules into trusts they have a much stronger story. They're just extremely bad at telling it.
