Based on miscellaneous reading about other similar public enquiries in UK my general impression is that a decision can be 6 months, 12 months or 2 years down the track.
My understanding is that there is no time frame. This public enquiry is not a court decision and ultimate decision is political.
Of course in the case of NSW it was a court decision but the government came in over the top and killed (at least for now) the industry.
