It would make sense to me that each exploration lease would require a separate application to mine. Some documentation could be duplicated or the applications joined, particularly for adjacent leases. Some documentation such as environmental assessments would need to be separate - Ancuabe and Balama North are around 140km apart.
As I understand it all applications go through district, provincial and national level approvals - the Ancuabe, Balama North and Balama South leases are in four separate districts within Cabo Delgado province. Those former Marxists love their bureaucracy so it takes some time but I'm sure Brad or Mr. Brady will be onto it.
IMO and I am no expert in Mozambique mining law new or old.
